Decoration seems appropriate here but on that wall they’ve covered up a lot of graffiti guess they wanted to preserve the ugliness of this big concrete thing which is a spillway which if it was running would mean that 60 feet of water had suddenly piled up behind it; we get like 3 inches of rain a year but it usually comes all at one time.
